Government of Uganda Mandates a Perimeter Barrier

The government of Uganda has mandated that a protective barrier be constructed around the orphanage. There is an urgent need to raise the funds for the wall.

One of the major funding requirements for the orphanage is the construction of a protective perimeter barrier around the facility where the girls live. In Uganda, orphan girls are especially vulnerable to child labour, human trafficking and exploitation. A protective barrier would go a long way to ensure the continued safety of the children and orphanage staff. The Ugandan government has mandated the construction of this barrier. The need is urgent. The orphanage risks being closed if the wall is not built by 2027.

In a letter dated February 7, 2022, government officials directed the Orphanage to submit a detailed plan to the Physical Planning Department, along with an implementation timeline for the construction of the perimeter barrier. This was to be done no later than March 2025. Construction plans have been drawn up and approved. The perimeter wall is forecast to cost a total of $93 000 CAD.

Orphanages vary in size and topography. Each site has unique features that must be carefully considered in the planning process. Our Lady of Kibeho is located on a slope. Its landscape, soil type and size influence the requirements to construct the barrier. The team in Uganda engaged three service providers and shortlisted two top contenders, following the same procurement procedures used for the borehole and generator projects.
